Key rules

Russia

The rules have applied since 1 January 2025: the contract is signed in person at an operator's shop, and the data is checked through Gosuslugi (Госуслуги) and the Unified Biometric System; cards issued earlier had to be verified by 1 July 2025, otherwise they are blocked. The requirements are the same for EAEU citizens and other countries. The rules change, so check the MVD website and Gosuslugi.
