Who is entitled to the subsidy
A subsidy for housing and utilities is granted if the family's housing and utility costs, calculated using regional standards, exceed the maximum permitted share of income (Art. 159 of the Housing Code of the Russian Federation). The federal limit is 22% of income, but regions can set a lower one: 10% in Moscow, 14% in Saint Petersburg. For families with income below the subsistence minimum, the threshold is reduced even further.
The subsidy is available to owners, tenants under social and commercial tenancy agreements and members of housing cooperatives. The main condition: no utility debts recovered by a court decision in the last three years, or such debts are being repaid under an agreement.
How the subsidy is calculated
The subsidy cannot exceed actual housing and utility costs.
Example. A family of three with an income of 270,000 ₽ over six months (45,000 ₽ a month, 15,000 ₽ per person — below the subsistence minimum of 18,939 ₽). Standard 4,500 ₽ per person, share 22%. K = 15,000 / 18,939 ≈ 0.79. Subsidy: 13,500 − 0.22 × 0.79 × 45,000 ≈ 5,659 ₽ a month.
How to apply
Apply via Gosuslugi (the government services portal), an MFC (multifunctional public service centre) or the social protection office. The subsidy is granted for 6 months, after which you need to apply again. The money is paid to a Mir card by the 10th of the month for which the bill is paid.
This is an estimate: regional standards differ by building type, number of residents and season, and not all payments count as income. The exact subsidy amount is determined by social protection.
