In simple terms
Registration shows the state where you live. In everyday speech it is often called “propiska” (прописка). For foreigners there are two kinds:
- at the place of stay — for those who came temporarily: to work on a patent, to study, to visit. This is migration registration;
- at the place of residence — for those who have an RVP or a VNZh. The address is entered in the document, and the foreigner files the application themselves.
Registration does not give you ownership rights to the home. You need it for a patent, work, study, a bank account, a clinic and for extending your period of stay.
Who registers you and how
For registration at the place of stay, the notification of arrival is usually filed by the host party: the owner of the flat, the employer, the hotel or the university. It can be filed with the Ministry of Internal Affairs (МВД), at a multifunctional centre (МФЦ, MFC), by post, or, if both parties have verified accounts, through Gosuslugi. The foreigner is given the tear-off part of the notification — keep it.
Deadlines:
- usually — 7 working days after arrival;
- in a hotel, hostel or sanatorium — 1 working day;
- citizens of Kazakhstan, Kyrgyzstan and Armenia — up to 30 days without registration, citizens of Belarus — up to 90 days;
- citizens of Tajikistan — up to 15 days under an agreement;
- highly qualified specialists (ВКС, VKS) and their family members — up to 90 days.
Example with numbers
A worker arrived in Moscow on Monday, 14 September 2026, and rented a flat under a rental agreement. We count 7 working days starting from the next day: 15, 16, 17, 18, 21, 22 and 23 September. So the owner of the flat must file the notification no later than Wednesday, 23 September. The weekend of 19–20 September is not counted. You can check the dates in the working days calculator.
If the worker moves to another flat a month later, the new owner registers them again, also within 7 working days. If the worker leaves Russia and comes back, registration is done again after every entry.
Common mistakes
- Fictitious registration. Registering at an address where you do not live is a violation. It can mean criminal liability for the owner of the home and expulsion for the foreigner.
- Not checking that the notification was actually accepted. Keep the tear-off part or a statement from Gosuslugi.
- Changing your address or job and not registering again.
- Thinking that registration extends your period of stay. It does not: the period depends on the purpose of the visit, the patent, studies and the 90-day rule.
The rules change — check the website of the Ministry of Internal Affairs (МВД) and Gosuslugi.
