In simple terms
If a bank loses its licence, the money in your deposits and accounts does not disappear. It is paid back by the state Deposit Insurance Agency (Агентство по страхованию вкладов, АСВ — ASV). Banks pay contributions into a special fund; the depositor pays nothing and signs no insurance contracts. Protection is automatic if the bank is a member of the deposit insurance system. Almost all banks allowed to take deposits from individuals are members.
How much you get back
- Up to 1.4 million ₽ per person in one bank. This covers all deposits, savings and current accounts, cards, and the interest accrued before the licence was revoked.
- Up to 10 million ₽ — if in the last 3 months your account received money from the sale of a home, an inheritance, an insurance payout, compensation for harm or certain social benefits. You need documents to prove it.
- Up to 2.8 million ₽ separately — for rouble irrevocable savings certificates for more than 3 years. This limit is counted separately from the main one.
The limit applies to each bank separately. Deposits in the same bank are added together. Foreign currency deposits are converted into roubles at the Central Bank rate on the day the licence is revoked.
Besides individuals, the money of sole traders (ИП, IP), small businesses on a special register and some non-profit organisations is insured.
What is not insured
- bonds, shares, fund units and brokerage accounts (for example, federal loan bonds (ОФЗ, OFZ) in a brokerage account);
- money in trust management and in unallocated metal accounts;
- e-wallets without an opened account;
- deposits in foreign branches of Russian banks;
- ordinary (not irrevocable) bearer savings certificates.
Worked example
In one bank you have a deposit of 1,200,000 ₽ with 90,000 ₽ of accrued interest, plus 150,000 ₽ on your card. In total:
1,200,000 + 90,000 + 150,000 = 1,440,000 ₽
The bank loses its licence. The ASV pays you 1,400,000 ₽. The remaining 40,000 ₽ is entered in the register of creditors' claims: you may get it later, when the bank's assets are sold, but there is no guarantee. If the money had been split between two different banks, 720,000 ₽ in each, both amounts would have been paid in full.

How to get your money
About a week after the licence is revoked, the ASV announces an agent bank that makes the payouts. Payouts start no later than 14 days after revocation. You can apply at a branch of the agent bank, on the ASV website or through Gosuslugi (Госуслуги). You need your passport. The money is paid in cash or transferred to an account in another bank.
How to avoid mistakes
- Keep no more than 1.4 million ₽ in one bank, including future interest. With high rates, a year or two of interest can push the amount over the limit.
- Check that the bank is a member of the deposit insurance system — the list is on the ASV website.
- If you owe the bank money (a loan), the compensation is reduced by that amount.
