The base salary (оклад, oklad) is part of pay under Art. 129 of the Labour Code. The base salary itself may be below the minimum wage (МРОТ), but total pay for a fully worked month may not: in 2026 it is at least 27,093 ₽ (the regional coefficient is added on top). Personal income tax (НДФЛ) is withheld from it, so you take home less.
Kazakhstan
In Kazakhstan people also say «должностной оклад» (base salary); pay for a full month cannot be below the minimum wage (МЗП): 85,000 ₸ in 2026. Pension contributions (ОПВ) of 10%, medical insurance contributions (ВОСМС) of 2% and personal income tax (ИПН) are withheld from it.
Belarus
In Belarus pay is more often set as a base salary or a tariff rate; for a fully worked month it cannot be below the minimum wage: 858 Br in 2026. Income tax of 13% and a 1% contribution to the social protection fund (ФСЗН) are withheld.
