In simple terms
The unified benefit (единое пособие) is a monthly payment for families with a low income. It is paid for each child under 17 and to pregnant women who registered early in pregnancy. The benefit is granted and paid by the Social Fund of Russia (СФР, SFR). You can apply on Gosuslugi (Госуслуги), at an SFR client service office or at an MFC (МФЦ, multifunctional centre).
The main condition: the family's income per person must be below the per capita subsistence minimum in your region.
How it is calculated
- The income of the whole family for 12 months ending a month before the application is taken: salary before personal income tax (НДФЛ, NDFL), pensions, benefits, alimony, interest on deposits, business income.
- It is divided by 12 months and by the number of family members.
- If the result is below the regional PM, 50% of the child's PM is granted for each child.
- If income is still below the PM even with this benefit, 75% is granted; if it is still below with 75%, 100%.
Besides income, the SFR checks property (how many flats and cars, the amount in deposits) and the zero income rule: each adult must have earnings, a grant, a pension or a valid reason for not having them (caring for a small child, study, illness and others).
Calculation example
A family of four: two parents and two children. Income for 12 months is 800,000 ₽. For the example we take a regional per capita PM of 18,939 ₽ and a child PM of 18,371 ₽ (the same as the federal ones).
- Income per person: 800,000 / 12 / 4 ≈ 16,667 ₽ — less than 18,939 ₽, so the right exists.
- 50% benefit: 18,371 × 50% = 9,185.50 ₽ per child.
- Check for 75%: (66,667 + 2 × 9,185.50) / 4 ≈ 21,259 ₽ — this is above the PM, so 50% remains.
- Total: 9,185.50 × 2 = 18,371 ₽ a month for the two children.
Here 66,667 ₽ is the family's monthly income: 800,000 / 12.

What changed in 2026
Families with many children can now keep the benefit even if their income exceeds the limit, but by no more than 10%. In that case 50% of the child's PM is granted. This rule can be used once; since the start of 2026 the SFR reviews refusals itself. Check the details with the SFR in your region.
Common reasons for refusal
- An adult family member had no income for the whole year without a valid reason.
- Income was forgotten: interest on deposits, sale of property, alimony — the SFR sees them from bank and tax data.
- Excess property: for example, several flats with a large total area or a large sum in accounts.
- Wrong family composition: it includes spouses and minor children, but not grandparents or adult brothers and sisters.
The benefit is granted for 12 months, then you apply again. It is not subject to personal income tax. Other child payments can be calculated in the benefits calculator.
In Russia, Kazakhstan and Belarus
Russia
In place since 2023, instead of several older benefits. Income for 12 months, property and whether adults have earnings (the «zero income» rule) are taken into account. From 2026 families with many children keep the benefit if their income exceeds the limit by no more than 10%.
Kazakhstan
A measure close in meaning in Kazakhstan is targeted social assistance (адресная социальная помощь, АСП, ASP) for families with income below the poverty line; part of it is paid for children.
Belarus
A similar measure in Belarus is state targeted social assistance (государственная адресная социальная помощь, ГАСП, GASP) for families whose average per capita income is below the BPM (БПМ).
