Social pension: what it is

A state pension for those who have no right to an insurance pension because they lack record or points. For old age it is granted 5 years later than the usual retirement age.

Russia

The rules are in Federal Law No. 166-FZ. For old age it starts at 70 for men and 65 for women (taking the transition period into account); it is also received by people with disabilities and children who have lost a breadwinner. From 1 April 2026 social pensions rose by 6.8%. If the pension is below the subsistence minimum of a pensioner in the region, it is topped up to that level.

Belarus

In Belarus a social pension is granted to those who have no right to a labour pension — for age, 5 years after the general retirement age, and also to people with disabilities and children who have lost a breadwinner.
