In simple terms
The EPD (single payment document, ЕПД) is the bill that the owner or tenant of an apartment receives every month. One sheet lists all charges for the previous month: water, heating, electricity, building maintenance, the major repairs contribution and waste collection. «Single» means you do not have to pay a dozen separate bills: everything can be paid in one payment.
The bill is prepared by the management company, the homeowners' association (ТСЖ) or the billing centre they work with. It is usually sent by the 1st of the month, and you need to pay by the 10th, unless the contract sets a different deadline. An electronic copy appears in the State Housing and Utilities Information System (ГИС ЖКХ) and in the supplier's online account.
What is on the bill
- Header: address, payer's full name, floor area, number of residents and the personal account number.
- Payment details of the recipient and a QR code for paying in a banking app.
- Charges table: service, unit, volume, tariff, amount. The volume is taken from the meter or from the consumption standard.
- Recalculations — a plus or minus to the amount if you were charged incorrectly earlier or were away from home.
- Debt and penalties at the start of the month, as well as payments already received.
- Total due and the service provider's contacts for complaints.
Example: checking the charges
A sample apartment of 54 m², three people, with water meters. Each line is calculated with the formula:

Total: 9,459.93 ₽. Note that sewerage is the sum of cold and hot water (9 + 6 = 15 m³). If the volume or tariff on your bill is different, that is a reason to ask questions. You can enter your own figures in the utilities calculator.
How to avoid mistakes
- Compare the water volume with the readings you submitted. If you did not submit readings, you will be charged based on average use, and later by the standard.
- Check the number of residents and the floor area in the header: amounts «by standard» and «by area» depend on them.
- Pay using the details on the bill or in the supplier's app, and include your personal account number. A payment sent «just to a card» may not arrive.
- If the amount is wrong, write to the management company — a sample complaint will help.
- If paying is hard, check whether you qualify for a housing and utilities subsidy.

Russia
The bill format is approved by the Ministry of Construction (Минстрой), and the bill itself is issued by the management company, homeowners' association (ТСЖ) or billing centre — usually by the 1st of the following month. A copy appears in the State Housing and Utilities Information System (ГИС ЖКХ); in 2026 a law was passed allowing bills to be delivered via Gosuslugi with the resident's consent.
