In simple terms

The major repairs contribution (взнос на капремонт) is a monthly payment by the owner of a flat in an apartment building. The money is saved for major repairs of the common property: the roof, facade, lifts, basement, risers and utility networks. Routine repairs (painting the stairwell, replacing light bulbs) are not included — they are the responsibility of the management company and are paid from the maintenance fee.

Only owners pay. If you rent a flat under a tenancy agreement, the contribution remains the owner's obligation. When a flat is sold, the major repairs debt passes to the new owner — this is worth checking before the deal.

How the contribution is calculated

Monthly contribution = Minimum contribution, ₽ per m² × Floor area of the flat, m²

The region sets the minimum contribution every year. Owners can decide at a general meeting to pay more, but not less. In Moscow in 2026, the minimum contribution is 32.63 ₽ per m².

The obligation to pay does not start immediately, but after the building is included in the regional major repairs programme and after a period set by the region. Owners of flats in buildings declared unsafe (аварийный дом) do not pay.

Calculation example

A 54 m² flat in Moscow. The contribution: 32.63 × 54 = 1,762.02 ₽ a month, or 21,144.24 ₽ a year.

The owner is 72, lives alone and does not work. In Moscow she is entitled to compensation of 50% of the contribution, but only within the floor-area standard. Take the standard of 33 m² for a person living alone: 32.63 × 33 / 2 = 538.40 ₽. She pays the full 1,762.02 ₽, and social protection refunds 538.40 ₽. In fact, major repairs cost her 1,223.62 ₽ a month. Check the exact floor-area standard and payment procedure with the social protection office in your region.

Benefits

Compensation is usually granted only if you have no housing and utility debts. The contribution is also taken into account when calculating the housing and utilities subsidy.

Common mistakes

  • Not paying because «the repairs are a long way off». The debt is recovered through the court, and late-payment penalties are charged from the 31st day of delay. You can check the amount in the penalty calculator.
  • Buying a flat without checking for debt. Ask the seller for a certificate showing no debt to the major repairs fund.
  • Expecting the benefit to apply automatically. You need to apply for compensation at the social protection office, an MFC (МФЦ, one-stop public service centre) or via Gosuslugi.

In Russia, Kazakhstan and Belarus

Russia

It is mandatory for owners of flats in apartment buildings (Art. 169 of the Housing Code). The minimum amount per m² is set by the region: in Moscow in 2026 it is 32.63 ₽. The payment usually appears as a separate line in the single payment document (ЕПД) or on a separate bill.

Kazakhstan

In Kazakhstan, owners must pay major repairs contributions of at least 0.005 MCI per m² a month (about 21.6 ₸ in 2026; MCI — monthly calculation index, МРП). The money is saved in the building's savings account opened by the OSI (owners' association, ОСИ).

Belarus

In Belarus, the fee for major repairs is part of the basic housing and utility services and is charged monthly at a rate per m² of the flat's total floor area.
