In Russia, Kazakhstan and Belarus
Russia
Tariffs are approved by a regional body (a tariff committee or service), and increases are capped by the Government's maximum indices. In 2026 tariffs are indexed on 1 October: by about 10% on average across Russia, and by 8 to 22% depending on the region.
Kazakhstan
In Kazakhstan, tariffs are approved by the Committee for the Regulation of Natural Monopolies separately for each supplier, so they differ from city to city. Households pay for electricity under tiered tariffs: use above the norm costs more.
Belarus
In Belarus, most household tariffs are uniform across the country and approved by the Council of Ministers; in 2026 they were raised from 1 March.
