Consumption standard: what it is and how utilities are charged by it

The amount of a utility resource (water, heat, electricity) charged per person or per 1 m² per month when there is no meter or no readings were submitted. It is set by the region.

In simple terms

A consumption standard (норматив потребления) is the «average» amount of water, heat or electricity that regional authorities consider normal for one person or for 1 m² of housing per month. You are charged by it when actual use is unknown: there is no meter, it is broken, its verification period has expired, or you have not submitted readings for a long time.

Standards differ: for water and electricity — per person, for heating — per square metre, and separately for common building needs. They depend on the region and the type of building: whether there is a bathtub, a gas or electric stove, how many floors.

How the payment by standard is calculated

Payment = standard × number of residents × tariff × multiplier

The number of residents means people registered and actually living there. If nobody is registered in the apartment, the calculation uses the number of owners. The multiplier is applied if a meter can technically be installed but is not. From 6 December 2025 it is 3 for cold water and 1.5 for hot water. If a meter cannot be installed (confirmed by an official report), you pay by the standard without the multiplier.

Example with numbers

Moscow, three people. The standard is 6.935 m³ of cold and 4.745 m³ of hot water per person; tariffs from 1 October 2026 are 73.79 and 377.80 ₽/m³.

Standard without multiplier: 20.805 and 14.235 m³1,535.20 ₽5,377.98 ₽6,913.18 ₽
Standard with multiplier: 62.415 and 21.3525 m³4,605.60 ₽8,066.97 ₽12,672.57 ₽

How the volumes were obtained: 6.935 × 3 = 20.805 m³; with the multiplier 20.805 × 3 = 62.415 m³. For hot water: 4.745 × 3 = 14.235 m³; 14.235 × 1.5 = 21.3525 m³. The difference between meters and the standard with the multiplier is more than 9,700 ₽ a month. That is why the standard is almost always higher than actual use. You can calculate your own case in the utilities calculator and the water meter savings calculator.

Common mistakes

  • Not reporting residents who moved out. If a person has deregistered but is still counted on the bill, submit an application with proof.
  • Not submitting readings. After 3 months without readings, the charge switches from average use to the standard, and if the meter has not been approved for use — to the standard with the multiplier.
  • Forgetting about verification. A meter whose verification period has expired is considered unfit, and charges are calculated as if there were no meter.
  • Not asking for a recalculation. If you were away for more than 5 full days, the charge for services without meters can be recalculated based on documents proving your temporary absence.

In Russia, Kazakhstan and Belarus

Russia

Standards are approved by regional authorities under Rules No. 306. For example, in Moscow the standard is 6.935 m³ of cold and 4.745 m³ of hot water per person per month. If a meter could be installed but is not, an increasing multiplier is added to the standard.

Kazakhstan

In Kazakhstan these are «utility consumption norms» for apartments without meters; they are approved by local authorities and suppliers. In Almaty, since 2025 the cold water norm is 15 m³ per person per month.

Belarus

In Belarus, people without meters also pay by consumption norms per person; the norms are approved by regional executive committees and the Minsk City Executive Committee.

Frequently asked questions

Where can I find the standard for my building?

On the bill (the «standard» or «volume» column) and on the website of the regional authority that approves standards — usually the housing committee or the tariff service. You can also ask the management company.

Do I have to pay by the standard if nobody lives in the apartment?

If nobody is registered and there are no meters, water and other services are charged by the standard based on the number of owners. To pay for actual use, install meters.

Does the increasing multiplier apply to sewerage?

As a rule, no: the multiplier applies to cold and hot water and electricity. Sewerage by the standard is calculated without it, but check the calculation on your own bill.
